Overview
Failure to wear a seat belt while operating or riding in a motor vehicle. Drivers are responsible for all passengers under 16. For passengers 16 and older, each individual is responsible for their own belt. Children under 16 require appropriate child restraints under separate VTL provisions.

How to Contest
- Appear at TVB and challenge officer's observation
- Dispute the angle and ability of officer to see belt use from outside the vehicle
Common Defenses
- Belt was worn — officer's view was obstructed
- Medical exemption (physician letter)
- Belt was being adjusted at time of observation
- Passenger, not driver, responsible for their own belt (if adult)
